A detailed outline describing all the steps and requirements for Eagle is here.

A summary procedure to begin your Eagle Service Project is as follows (use the link above for more detail):

1.  The Scout arranges and discusses the project with the ScoutMaster

2.  The Scout picks up the latest form 18-927 from the council office

3.  The Scout completes all items in the workbook up to the four approval signatures.

4.  The Scout prints out the Eagle Project Checklist pdf file and completes the checklist

5.  The Scout arranges for a Troop 1031 Committee Review of his project

6.  The Scout brings the completed form 18-927 (not a printed copy) and the checklist to the Committee review.

7.  When all signatures (except the Trails West Council "TWC" office approval) have been obtained, the scout turns the completed form 18-927 into TWC.  TWC will schedule the scout on the next months Eagle Project Review, usually held on the second Thursday of the month.

8.  The scout will receive a call from TWC confirming the time and date of the Eagle Project Review.  The scout will arrange for at least two Troop 1031 committee members to accompany him to the review.

9.  Upon TWC approval, the scout will arrange a workable date for his Eagle Project through the Scoutmaster and Committee.

10. Following the Eagle Project, the scout must obtain all signatures noting completion of his project. 

11. Scout turns the following into Trails Council:
                 A. Completed Eagle Scout Rank Application (Form 58-728)
                 B. Scout distributes 5-6 Eagle Scout Candidate Letter of References. Req. 2 on Application
                 B. Completed Eagle Project Booklet (Form 18-927) Req. 5 on Application.
                 C. Completed "Statement of Ambition and Life Purpose".  Req. 6 on Application
      
12  TWC will schedule the scout on the next months Eagle Board of Review after all letter of references are received.  The scout will receive a call from TWC confirming the time and date of the Eagle Board of Review.  The scout will arrange for at least two Troop 1031 committee members to accompany him to the review.

13.  After the scout passes the Eagle Board, TWC will inform the troop committee that TWC has received the scouts Eagle Award from BSA National.
 
14.  The Advancement Chairman picks up the Eagle Award from TWC and notifies the parent that the award is available.
 
15.  The parent does the following:
                A.  Sends "congratulations request" form letters to various officials and dignitaries.
                              (return address should be the Advancement Chairman)
                B.  Schedules the Eagle Court of Honor with the Troop Committee
                C.  Arranges time, place and refreshments for Eagle Court of Honor

16.  The Eagle Scout does the following:
                A.  Develops the Eagle Court of Honor Program, selects all participants.
                B.  Reviews the Eagle CofH program with the Advancement Chairman
                C.  Conducts a practice session for all participants prior to the CofH

Troop 1031 is adopting the Eagle Mentoring Program.
A mentor will be assigned to the Scout after the Board of Review of Life Scout.  The Life to
Eagle is an self suffiecent type program.  The Mentor will assist in guiding you on you journey.
The mentor is not to do paperwork, assign projects, and/or do your required Eagle Advancement Forms.

The Mentor is to assist the Life Scout. The mentor will guide. The mentor will help keep your focus.
The Life Scout must want to achieve this rank to earn it. " FLY LIKE AN EAGLE!"
